The best time is usally in a fasted state, which for most people is first thing in the morning. I use to lift in the morning, but I don't have time now, so when I wake up I eat, which is at about 6 a.m., eat at 9, then at noon, then at 3, then at 6 p.m. I work out. Then have 2 more meals after that. The best time, is when you haven't eaten for like 3 hours or so. I have time at 6 and after so I do it then. Hope that helped :)
