I have a simple and maybe dumb question. What are bad carbs and how do I recognize bad carbs on a nutritional label?

SUGAR!
The closer something is to its natural state the better it is for you.
Most good carbs don't have labels : Vegetables, brown rice, whole grains, fruits in their original state.
Most bad carbs have sugar, refined flour, processed stuff, things you can't pronounce on the label...
Good luck!

Another question related to this. The amt of sugar is what makes carbs bad? If so is there an amt of sugar that would be acceptable? What amt of sugar would put carbs into the bad catagory? I am just trying to learn

Great answer Asimmer! As to the second question, a simple answer is processed! They like to hide sugars on the label, like sugar alcohols, all natural sweetners, this type thing.
