Perhaps this has been asked a lot, but when bench pressing, must the barbell actually touch your chest when it's down or just linger above it a bit?

You should not rest the bar on your chest. Large weights could damage or brake ribs.

I always bring the bar to my chest. I do not rest it, I pause and try to explode back up.

oh realy woodie? powerlifter beching 800+ touch their chest?
you can touch just don't bounce.

Ok, I nearly touch my chest but keep the barbell stabil. Then up it goes!

If you're not in a lifting comp, and you're only benching for bodybuilding reasons, you don't have to bring your triceps much pass parallel. In a comp, the bar must touch your chest, and you press after a judge tells you to.

thats nto going full rang is it rev? I mean when one does flys I dont' stop 1/2 way do I? I thought the point was to engage as many muscle fibers as possible, if I stop at parallel, thats like 4in off my chest. Doesn't make sense?

and when you max out should you touch your chest or just do the 90 Degree angle with the arms?

Always lightly touch (like the Rev stated) the middle of your chest above the lower pectoral line.
