I was just getting my facts straight on this area. If your lagging on the bench press would that be affected by how you train your rotator cuff? Someone told me this and I wanted to make shure there was some truth to this.

Well, if you have rotator cuff problems, then this will indeed influence you bench press.
Now, if you do not have problems with it, the other thing that will tie in here is overtraining the shoulders. This is easily done, especially anterior delts. Heavily involved in bench, and not to mention other exercises.
So, you may take a look at your shoulder workout. I also would not train chest/shoulders the same day.

In that case, I think I need to train more with my shoulders. I had rotator damage a while back and have been allowed to train my shoulders again. Any advise on getting them up to speed again? I was suggested training with light weights something around 10% of what I can bench...

Good read. I think this guy took care of my question...
