The key to bulking up is the same as it is for leaning down(fat loss). It is all in diet. It matters not how hard you work out if your diet is inadequate for building muscle. Just as you must create a caloric deficit for fat loss, you must create a caloric surplus for weight gain.

do the one body part once a week as you are but fill in the details of the nutrition planner here and see the calorie/fat/protein intake they suggest here... then plan your food and eat that quantity. If you gain a pound in a week then ease off 200 calories and see if you are 2 pound heavier on week 2 or stable- if stable put the 200 calories back... don't eat sweets to get the calories, eat fruit and plenty protein foods. if after a 2 month period you put on a pound a week cut back on your food again by a couple of hundred till you find your stable level 'cause you don't want to become donut man.
good luck

Diet is the key. Use the resources on FT to help you develop both your diet and your fitness plan. You will do great and make great gains if you work hard!
