i just started working on my abs ..i am doing decline sit-ups on leg rasies.. after i do the my abs hurt for 2 days after should i continue to work them when they hurt or should i wait until they stop?

Yes after a day or two rest. The pain will pass.

keep going. This hurt is the beginning of your abs saying what the heck are you doing to us. The more you work them after your rest periods the abs get use to the work out. You will eventually find that you will add weight to get the same results. Then the pain starts again.

I was always under the impression it is best to wait until the pain goes away (or at least wait until its minimal)before working out that muscle group again. You need to give your muscles a chance to heal/recuperate before hitting them again, otherwise you risk overtraining the muscle. Any other thoughts on this?

For some exercises, your abs do some of the work or are affected...so, you are working them nonetheless. However, I agree with Starbell that that is only the beginning. Soon you'll get used to working them harder and harder.

Abs are "core" muscles, so they can handle and recieve a good bit of work anyway. You should treat your abs like any other muscle, they need rest and recouperation also. If still sore on the 3rd day, you will actually benefit from some good light lots of reps with no weight, this will get good nutrient rich blood flowing and help them heal. Remember also a hint when training them, they are mostly slow twitch fibers, so train them with slow controlled reps. You will seem much better results.
