I'm a chunky 16 year old lad and i really wanna tone up my chest. what is the best exercises for this. CAN ANYONE HELP ME!

You can't spot tone....As you say you are chunky...then you must lose overall fat and build overall muscle.

the chunkyness will go away along with muscle developpement.
As LONEGIRL says, you cant spot it.

The best exercise for your goals. I am going to say parallel squats. The are the best overall developer, and will burn enough calories, as well as add muscle to your frame, which will raise your base metabolic rate (bmr).

eat right, move your body, and change your name! Your self image and self esteem must be very low to have chosen a name like lardyboy. Find a name that reflects who you want to be, and start there.
