I know this must be asked a million times, but I am new...sorry.
I am 26 and have been working out on and off for about 8 years. I am 5'11 190 and I want to slim down to about 178 and get some defined abs in the next 3-4 months. Usually I concentrated on upper body.
My question is will creatine help me in this quest? I plan on doing a good amount of cardio and a very hard ab regiment, but I am afraid of getting bloated abs from the water retention. Please help!

I think you first need to do some research. You should do your homework on anything before you put it in your body.
I think creatine is a waste of money for your goals. What you really need to look at is your diet. Abs are made in the kitchen.

I've tried creatine in the past and wow the results came fast. I was building for football and really didn't pay attention or do much ab work. I have a great diet and do a lot of cardio and I know that is the basis for good abs, but I would like to do creatine for my major muscle groups, but don't want it to take away from my abs in the next few months. Is this possible?

If you eat clean and do regular cardio (HIIT I'd recommend), you will achieve your results with OR without creatine.

So what is your goal? Is it defined abs, or is it to build muscle. You mention taking creatine for your major muscle groups but not wanting to take away from your abs.
This comes more down to diet than creatine. Gaining mass and losing stomach fat don't generally happen simultaneously.

I don't understand the connotation with creatine and abs. As stated above, diet correctly and you will get abs. Creatine has such little impact here. In fact, when dieting I love creatine moreso, because as you diet, with lower calories comes normally depleted strength. This is hard on the 'mind' to say the least, and creatine can be a large factor in helping here.
