On my Personalised Exercise Program - my Daily Workout, for each exercise it presents for exemple for the Front Dumbell Raises, set # 1, 2, 3, 4 with target reps 20, 12, 10, 8. Does it means that I must do first 20 reps, then 12, then 10 and then 8?
I would be much obliged if you could explain me the work out plan. Thank you and congratiolationa for the site.

Ricardo......Welcome to the site and good luck with your program.
Yes you understand it correctly. The program wants you to start with high reps as warm up and decrease the number of reps while you increase the weight for each set.

As we must be, in each rep, near our weight capacity, is there a way or formula to determine the max weight on lesser reps from the initial one? For instance for 20 reps I can do with 20 Kg, how many Kg can I manage for 14 reps?

There is no magic formula for figuring out weights. Depending on what muscle you are using it can vary from larger muscles to the smaller muscles.
We are all made up differently and you have to try and see what you are comfortable with.
