I'm wondering how to lose a little fat layer that I have on my stomach. It's just sort of becoming a nuisance. I'm 5'6, 16 years old, 148 lbs.
On an average day I have 30g fat, 150g protein, and 350g carbs.
I do cardio 3 times a week for a half hour, usually biking but sometimes swimming and/or running. Will this eventually get the layer to go away? Or should I do cardio more?

How about resistance training? This is a must to add to the mix. And I would suggest if fat loss is your goal, then decrease your carb intake. Start by losing any sugary, starchy, simple calorie carbs. Switch your carb sources to more fibrous ones, and less of them. Have any starchy type complex carbs structured around your workout time. Other than that, make your choices from the above mentioned fibrous ones. 350gr. is way too many trying to lose fat. And do your resistance training. Muscle is your best friend in your fat loss fight. It is what stokes your metabolism along with diet.

Try cutting back on your carbs, and the kind of carbs. Stay away from refined carbs and cut back a little on the fat.
try and get 275-300 carbs and 25 of fat.
Your cardio is ok, but make sure you do it at the low end of your target HR.

Forgot to mention - I lift 5-6 days a week (do each muscle group once per week, calves twice though). The carbs I usually eat are bread (whole wheat), cereal, tortillas, and fruits and veggies. I'll try cutting a fruit (I eat 5 servings a day) and cut some fat.
Note: I just started doing cardio 2 weeks ago, and have been lifting since Sept.

Back off those tortillas, and switch your bread to grain bread. Cereal is high in bad carbs, try going with oatmeal, as it is more complex.

Why do you work your calves twice a week? And what exactly are your splits. I've never been a fan of any normal person lifting more than 4 times per week. Provide a little more detail.
Personally, I think your carbs are high and your dietary fat is too low. Try taking in some more good fats if possible and dropping your carb intake to below 300. If you're a skinny guy with a persistent gut, it might be a matter of adding more muscle, as well.
