I follow the 8 weeks high reps definition routine from this site ( 20, 16 14, 12). Some times I can not do the required number of reps in the last sets. What is a better option: 1) reduce the resistance and keep the reps high 2) keep the resistance and do fewer reps (down to 6 - 4) ?

1) Make sure that you are increasing the weight as the reps are decreasing. For example you could do some exercise like so: 20 reps @ 5 lbs., 16 reps @ 8 lbs., 14 reps @ 10 lbs., 12 reps @ 12 lbs.
2) Are you resting between sets? If not, rest for about 30 seconds.
3) If you are already doing 1 and 2, then just do as many reps as you possibly can. Let's say that when you get to having to do 14 reps @ 10 lbs. that you just can't do it, maybe you can only get in 12 reps. That's fine, just do 12 reps, eventually you will be able to get those 14 reps in.

One more question.
I have a three days a week routine. Some times I can get an extra time/day in the gym. What is the best way to use it (cardio, heavy weights day or just start next week early)?

Thats all up to you. When I have time I do some extra cardio and some excersises that are out of my routine.

Do a little circuit (as Carivan says) or take more time to do cardio and stretching. Good thing and good luck!
