Ok, short version. Swollen disc (S3, S4, & L5)about 4 years ago caused 3 months immobility. I even had to quit driving because I could not raise my leg to the clutch or press it down. Rapid muscle flexability and strength loss. Numerous start exercising and re-aggravating disc in past. Now trying again...much slower this time. :)
My question is, due to the loss of flexability, (I am unable to bend over and touch the floor without legs shoulder width apart and slightly bending knees. About a 45 degree bend)should I concentrate on getting the flexability back before strengthening or work on both at the same time?

Yes. Musculo-skeletal pain for dummies version is stretch what is tight, strengthen and shorten what is loose.
However, with lumbar problems, even at L5, do not stretch the lower back. Instead, focus on calf, glute, and hamstring flexibility. The bend over and touch your toes stretch is poor and outdated. When stretching your hamstrings, make sure to keep good posture.
