anyone know the effect of combining two foods with different GI levels. I heard that if you add a low GI food to your meal the GI of the entire food lowers. for example, if i add milk to my cornflakes, will it lower the GI of the entire meal to a moderate level?

You have heard right...protein with a high GI meal for exampel will lower it. Vinegar is a good one too. Put it on your salad as a dressing or something. Apple cider vinegar is good. I still would opt to have low GI meals throughout the day on the norm, you can get in trouble trying to "play" too much! LOL...

The same is true with dietary fats - they also blunt the glycemic index a bit.

yeah but whats the difference? high GI is better for what? vice versa?

low GI carbs are good throughout the entire day. a big bulk of your carbs should come from these. High GI carbs are good for postworkout, i usually add sugar or dextrose to my protein shake and have a solid food meal within an our with moderate GI carbs.

The glycemic index represents how quickly foods (carbs, generally) are broken down into glucose - essentially the effect on your blood sugar levels. I almost all situations, rapid increases in blood sugar levels (and the corresponding insulin release) are not good. Optimally, you'd keep your blood sugar level constant at all times. Since that is next to impossible, you should eat foods low on the glycemic index in order to insure a slow release of glucose into the blood stream (except PWO, as abayaa mentioned above).
