Is it possible for a guy who weighs about 180 lbs,, 5ft7 able to gain a small amount of muscle and tone up using free dumbell weights of 10-20-30 lbs??

It really depends on your strength and muscle mass as of now. If those weights make you push yourself a bit then yes, but if you can do your sets with ease, then I would have to say no.

I would say it can be done. Just make sure you do the right exercises and target the right muscles.
