This isn't that easy of a question to answer (then again I am no expert), but a lot of it depends on your current situation. What is your strength level/workout experience? Also, is this for a specific sport? This will help, and welcome to the site.

You are probably weak. Start by lifting heavy 2-4 days a week using compound lifts. 5x5 or Push/Pull/Squat are a good place to start. Including Olympic variations can also help considerably.(although I recommend you go quite light initially and learn the form well while using other exercises like squats, deadlifts, standing overhead presses, etc to get stronger)

For lower body I do squats, sprint and regular running.
Try doing 5 sets of 30 sec sprint and run how musch ou want to.But if you wantr strong legs, run fast, not like a retired person.
Squats with weights on your back are the best:)

Speed is a factor of stride length and stride frequency. You can train each individually through form running drills. Increasing flexibility is also a great way to increase stride length.
