How to read the Fitness Plan

I am not that new to weight trainging in general, but I have some questions about the fitness plan that this site provides. with any excercies the reps always decrease dramatically as you go up in sets. I.e. 16, 8, 6 ,4. What is the general goal here? To up the weight enough each time so that you always struggle on your 16th, 8th, 6th and 4th rep? And also on the last set shoud you still try and do more than the 4? and if so, when should you move up in weights again, when you can do 6 or 7 on the last set?

Those reps are targets not absolutes. The general way of thinking is to pick a weight where you can complete the set of 16, then make it harder to reach the rep goal. So yes you should find it hard to reach them. If you do not, then that is your goal next time. If you do and it seems easy add weight.
