So I'm on day one of myprogram and am supposed to do Dips but I can't seem to get even one in. I feel awkward and have read the description of this exercise many times and I still can't seem to do it. Is there anything else I can do for my triceps until I'm strong enough to get at least 1/4 of a dip down?

Just keep at it. Dips are very difficult for nearly anyone in the beginning, unless your already in pretty good physical shape. Other exercises in your routine will help strengthen you up, making it easier in time. Along with losing weight if that is part of your goals.

Do dips using two benches. Here's a description. Use the weight in your lap if you can.

If you are a member at a gym, check to see if they have a weight assisted dip/chin-up machine. This allows you to do dips or chin-up with less than your body weight.

All good advice. Also if dips are out of the question you need to build the strength up, use skull crushers, pressdowns, close grip bench presses, dumbbell extensions, kickbacks. Still keep trying to do the dips. I have done them using just a bench and sitting on the edge I place my feet out away from the bench keepign knees bent I do the dips. Or use the Two bench way . or do negatives. basically start at the top (arms extended) part of the lift, and lower yourself as slow as possible to the bottom. try that a couple times and its all a matter of your body growing to do them. dips are very good tricep exercises so you really do need them.
