I am 26 years old, female. I am a nurse and walk all day, I had a child 3 years ago and lost all the weight and then some, well, I gained back it all and more within the last year and it is all in my stomach area, it just hangs and jiggles, i do cardio 2 times a day vigirously, i eat extremely well and weight train every other day, i've been doing this for 3 months and havent shed a lb or an inch, whats wrong with me? I need help please

Cardio twice and day and weights every other day is overtraining to begin with, plus you have a fairly active job. Odds are you're not eating nearly enough and your body is in starvation mode, refusing to shed any fat.
For starters, just do cardio or weights in one day, not both, and alternate. 4 days of weights and 3 of cardio for example. Make sure you're lifting heavy enough weights to challenge your body (if it isn't hard to do, it won't do anything for you.) 50 reps of five pound dumbells will do diddily.
Next, calculate your daily caloric expenditure. Search for BMR and use an average of a few formulas to get a good idea how many calories a day you're burning between your normal activities/jobs and your workouts. Then, aim for a defecit of 500-1000/day. Be sure not to exercise on an empty stomach as well.
