What are you trying to do, gain muscle, lose weight? check your diet, either you're eating too much or not enough is my guess.

Working out and protein shakes don't mean much if you're not eating enough food.

You may be exceeding your recovery threshold. Gaining muscle is a 3 pronged 'attack'. Proper overload, proper diet and proper rest. All three believe or not are equally responsible for gaining. If any of the 3, say for instance your rest is not adequate, it will at the very least impede your gains, if not stop them all together. My guess would be to look at your diet. This is normally the crux of 'hardgainers'. Not adequate caloric intake for the exertion. But rest is as important. If on a chronic basis for instance you are not getting stronger, or your last weight seems heavy this time without a hell of a struggle, chances are good you are not getting adequate rest, thus you are exceeding your recovery threshold. All this must be examined in realistic terms, not just say, no that is not the case. Doing this cheats noone but yourself.

You must also realize that gaining muscle does not happen quickly. It is years of hard work, how long have you been working out? If it was that easy, we would all look like an Olympian contender.

It is not really something I can tell you. You need to learn your body and become the judge of your recovery time. Use the method I mentioned, if you are not at least able to handle the same weights on a consistent basis, find yourself actually losing strength consistently (not just a bad workout or 2), getting agitated easily, cranky, etc. chances are you are not getting enough rest.

Add in a big heaping plate of patience and you will see results. As mentioned before, muscle gain is not an easy proposition. It takes years of hard work, continuous effort with the weights as well as diet. If it was so easy, again, everyone who did this would be looking like Arnold did in his prime.

I can't say for sure,
But it is my opinion that if you were creating enough overload during each of your workouts you'd be drastically overtraining.
Are you saying you are training each bodypart 5 times in two weeks? And sometimes legs and back 3 times within 5 days?
An extreme example of a program for a hardgainer that Stuart McRobert promotes would be to train the entire body in one day with very basic lifts and rest for 4 days.
Have you tried something like chest/sholders/tris on one day, back/bis/ on another than legs and rest?
