is this an efficient exercise?

I have started doing this exercise wich consists of doing push ups combined with dips.
first I get two 15 pound dumbells, I place them on the floor, and do 25 push ups holdind the dumbells, right after that I do 12 reps of dips with a bench. I usually do 4 to 5 sets of those and after I'm done I usually get a good pump on the triceps that make them look twice as large, but they don't seem to stay that way that long, and after an hour they go back to their normal size

I'd guess that you aren't getting enough resistance. I mean, granted your pump should be great from doing the high amount of repetitions, but I don't think that your actually doing anything to build the muscle. Try a set of 8-10 reps doing a close grip bench press, then trying the dips. Working with the heavier weights is the only way to significantly increase your muscle mass. And don't forget to take a look at your diet, because without the proper nutrition, you'll be setting yourself up for very minimal gains, or even injuries.
