I have a bench with a leg curl extention, above the torso part of the bench is angled down. But the part you sometimes sit on (smaller portion of bench) does not angle down. Is it ok to do this excersise with the smaller part completely horizontal?

I would not. It will put a weird stress on your lower back and a damaged low back is to be avoided at all costs! Just keep the bench straight when doing leg curls.

The decline of the bench is great for leg curls. Forces you not to cheat very much, thus more emphasis into the hamstring. Just grab the sides with your hand if there is no handles, or even out in front of your head if there is some place to grab. I hope this is what you are asking.
