Is a low carb diet like the "Atkins Diet" effective and safe for weight loss?

You have to be careful with low carb diets. When we are in competition training, we have an end in sight, such as 6,8,10 weeks. Then we know we go back on eating more carbs. These diets are not meant for long term. Some dangers can be decreased thyroid function, carbohydrate intolerance, so once you do start eating carbs again, the yo-yo effect, and unregulated saturated fat intake like in the Atkins diet can lead to obvious problems. So, type of carbs consumed becomes the key. And carb up meals.

yes; bb1 gives you the scoop on it.

Make your diet more of a low sugar diet only and dont cut the complex carbs. Alot of the atkins people I talk to seem to have one thing in common besides the weight loss (they all get sick)

You WILL lose weight on Atkins-type diets. And there are fewer and fewer issues being associated with use of low or no carb diets. However, as bb1 said, diets like that are not built for the long term and how you return to regular eating habits will play a crucial role on what kind of results you keep from the diet.
