Lower abdominals

A few questions. Hope you guys can help me out.
Firstly, my lower back aches during leg raises and any other lower ab exercise.

1. Is this because my lower back is weak?
2. Will ab exercises strengthen my back?
3. Are there any alternatives to lower ab exercises which wont put much strain on the back?

I'd really like to work my lower abs more as my abdominals are becoming disproportionate. And this isn't a result of too much fat.

Leg raises can cause strain on the lower back. I used to put my hands under the small of my back till I got used to them. You could also try hanging leg raises if you have access to the equipment.
