Both are good as long as you are elevating your HR.

Ivan hit the nail on the head as usual. Best case is the up and down scenario. That would be get the heart rate up, bring it back down, bring it up again, etc. This promotes endurance better than any other type of cardio workout. It can be accomplished in any fashion.
