Maybe this is a dumb question, but should my muscles feel loose and soft right after I am done working them out. Also this is my 2nd full week of working out. the first week was just light weights, now I have increased by about 40-50 pounds, more for back and abs, but when I try to do lifts such as Shoulder press or military press I can barely get in 10 reps. normal? too much weight for now?

Increase your weights to where you can handle the weight for the required amount per set, with the last couple being fairly hard to complete. If you are "failing" at the end of your reps, you have your weights you should use. Also, no, you should not feel "soft". On the contrary, the muscle you trained should feel pumped and full. Check your form that you are hitting the muscle correctly.

Maybe you mean that quivering, jelly-like state of fatigue?
Make sure you are eating properly to support your efforts in the gym. A good pre-workout snack will help fuel your workout, as will a consistent healthy diet. It may be you are running out of fuel.
