I have been training for about 10 months and my current shoulder routine needs some help. Figure stars like Tera Scotti have strong and feminine shoulders– mine are not even close!
I train shoulders once a week and my current routine is:
Free weight shoulder press
Side laterals (weights or cables)
Rear delt flys
Push-ups and dips
Any suggestions appreciated.

Add a second shoulder day into your routine.
Pro level competitors often have taken a course of low-dose anabolic steroids, though I don't know the ones you mention.
Some of your shoulder shape will be genetically determined.
there are specialization programs here - try the one for shoulders and see how it goes.

I too recommend a 2 a week, but I would do a heavy and light. Shoulders are very much abused in many other exercises, like chest for example. So, make sure it is opposite days.
An example could be one compound movement day, and one bodybuilding specializing day like hitting all 3 heads of the delts.

perosnally for shaping the shoulders.....if i had to pick excercises for nice shoulders...
arnold presses
rear laterals & side laterals
up right rows
shrugs
