When bench pressing, for example, I typically find someone to spot me because almost always I put the weight in such a way that I'll be able to push out maybe 5 or 6 reps, then , with the help of my spotter, get to complete about 8 or 9 reps. Is this considered doing forced reps or does forced reps mean to do this on every rep done?

Forced are the ones at the end of the set done like you described.

You can do as many forced reps as you want. I would not make too much of a habit of them though, they can lose their effectiveness if overused.

my opinion is you should be able to do 80% of the reps by yourself no help or spot. If your doing 10 reps.....8 of them should be yours by yourself.

But still (if I were not to do forced reps) to "do it right" , I would have to lift until I could no more. Am I right???
I mean, to me it doesnt make much sense to do 8 reps of a given exercise when I could do 10 reps on my own.

I ask this because I've heard in various places that training to failure( which I believe means doing reps till you cant do more) isn't all that great for muscle development.

It just makes the muscles more fatigued meaning they need more rest thats all. You would not do this everytime you train those muscles. For toning I do not do forced reps I do them for my strength training to train my muscles to lift heavier thats the key for building strength and mass is the forced reps but not for toning
