Where it gives yout he reps is that 20 per arm or 20 total?

What movement are you doing? If's DB Curls, it's likley 20 total. Which, would still be 20 per arm. Ha.

When it's a 2 arm DB curl I understand that its 20, but what about when its a single arm routine. Reps drop every time in the schedule I was given 20,16,14,12 etc.

Do you mean two are "BB" curl? Yes, do 20 reps. When it's a single DB curl, still 20 reps per arm. You can raise each arm individually or at the same time. But either way, it's still 20.
For instance, with the alternating, as you raise your right arm, that's one... as you lower it and raise the left, that's one again, for the left.
