On my fitness plan it says Set # and then 1, 2, 3, 4 on all my things and does that mean I do the first set on all 7 different workouts and then do the second, etc? Or do I do all 4 sets for the first workout (push-up), then all 4 for the second (laterals), etc?

It's been a while since I've used a workout from this site, but I believe it has you doing a set of pushups, then rest, then another set of pushups and so on. Then you'd move on to the laterals.
