Over a 5 year period, I have rolled, strained and sprained both ankles. Two years ago I fractured my left ankle and five days later I removed the half cast because it annoyed me and would walk on it. Last year, I shattered my right ankle in a car accident. I now roll my ankles quite often and I don't know what I can do to strengthen them. Yes the ligaments in both have been seriously damaged, so should I be wearing braces when I exercise or what could I do to avoid the rolling and the pain?

Well you can do calf raises and such as they will strengthen the ankle. What worked for me the best is bike riding. Pumping the pedals will really tighten ankle up

Also all of the rehab exrcise you should have done after shattering them - drawing the alphabet with your big toe, scrunching a towel towards you with your foot.
Inversion and eversion of the ankle with an exercise band for resistance.
Wear a supportive brace for leg day until your ankles are stronger.
Get a good massage therapist to work on stripping the adhesions out of the tissues around the ankle.
Good luck!
