What do you consider as the best exercise for developing well-built shoulders? I want "caps" on my shoulders!

I think the best exercise is deltoid raises. Try them for about 4 sets at a heavy weight and you'll be sure to be sore the next day

front raises work the front delt, not it as a "whole" they will apear large from front, but not from the side or rear.
An assortment of laterals, front and side will help it look more "cut"
while the mil.presses will help in mass. Behind the neck, arnolds, dbs, and regualr militaries are all good. I prefere the arnold.

The above exercises will work wonders. remember laterals are tough so start light and stay with perfect form all the way through. Don't for get to bend your arms slightly for the side laterals. I'm a big fan of the Arnold press's also.
You may want to try the "shoulders program" on here.
