When a significant amount of fat or muscle is lost in a certain area, does the skin that contained it naturally tighten?

Skin is incredibly elastic, though it does tend to lose elasticity with age due to the genetics and also an environmental factor plays a big role in it as well(excessive sun exposure, nutritional deficiency, oxidation, etc.) Also how much weight you carried will depend on how tight your skin becomes afterwards. Your skin can only be stretched so quickly and be expected to snap back.

Another factor to consider is how fast your weight loss happened. If you didn't give your skin enough time to resume to normal, it will creat loose skin as well. In general a sufficient amount of weight loss that allows the skin to resume it's normal tightness is 1-2lbs per week.

Give your skin time, your skin will get tighter as your bodyfat gets lesser as with everything in fitness, patience is a good quality to have, as you can't get the results you want overnight.
