Soreness=Muscle Growth?

I work out three times a week and almost always sore the day after I lift. I've been lifting for about two years now (and am still dedicated) but I have not received the type of gains I had hoped for. So does soreness equal muscle growth.

Soreness = you just tore up the fibers in your muscles and they hurt. Proper eating and rest = muscle growth.
