If I work a muscle group once a week, am I undertraining by doing 3 exercises of 3 sets each for major muscle groups (chest, back, legs), and 2 exercises of 3 sets each for minor muscle groups(biceps, triceps, shoulders, forearms)? My workout is divided in a three day split.

You need to find out what your recovery threshold is. This is/can be very individulastic. If you are not getting weaker or showing signs of overtraining, feel free to increase. What you are proposing is a pretty "normal", but again, experiment and see. A 4 day split may be better for what you propose.
