I've got a current schedule of doing 15, 15, 12, 10 for my sets on each exercise. How long should I be waiting between each set?

depending on the weight...anywhere from 30-90 seconds.

Does this apply the same to exercises like push-ups? I should do my first 15, or as many as I can, and then wait a minute or two, and then move to the next set of push-ups?

I would go with about 30secs to 1 minute on pushups - once you get to heavier weights, a little longer may be needed

Wanting to shed 'uneeded lbs.' you should probably opt for short rest periods. In fact, the shorter the better, the more calorie expenditure.

It really is dependent of your needs. When going for power or heavy as you can lifts(that is muscle mass and strength), longer rest periods are in order to allow maximum fiber recruitment which research shows 3 minutes to be optimal. More than 3 minutes makes little difference.
However, if fat loss is your main goal, speed between sets will result in more calorie exertion, thus caloric deficit to aid your dieting. However, don't get fooled by using lighter weight. Stay with weights that challenge you, in fact drop type sets are great here.
Where your first set when more fresh is heaviest, then subsequently lightening up each set while still going as heavy as your endurance will allow.
As you progress, you will improve on your rest times.
