the other day I had severe water retention... it hurt to move my hands and my eyes were puffy (think crying but minus the crying)... is it bad to workout when my body's like this?

I would think that unless there was some underlying medical condition which caused that, that exercise would be the one thing you would want to do. Sweating some of that stuff out is good for you. Are you drinking enough water? It sounds strange, but drinking tons of water will actually help keep you from retaining. It flushes your body out. When you don't drink enough, your body hangs on to every bit it gets. Vitamin B-6 is a natural diuretic. Try to supplement your diet with B-6 if retention is a problem. Hope this helps!

Yes I drink tons of water... I just have bad circulation at times... and i think there was a lot of salt in my dinner the night before (i'm very sensitive to salt). I was just thining that that's a lot of pressure in places where there shouldn't be and exercising might cause problems.

Well, as with anything else, if it is too uncomfortable or actually causes pain, don't do it! It's better to lay off and rest until that's over with.

One other thought here...did you eat something different? Perhaps it was a reaction? Just a thought.
