Weight and repetitions

In the personal FT plan it is recommended to use weight that I cannot repeat more than 9 times. At the same time the number of target repetitions is 15, 18, 20... I am a bit confused. Can anyone help?

I also noted that on my programme and I also have high reps as on yours.

I think that they use a standard paragraph on all the programmes.
