Whats your idea of low budget? Is $35 a month to much...that'll get you a gym membership. Or $100 up front for a bench, free weights and a bar....eventually you'll need to up the anti to really get somewhere though as to really see progress a squat rack and a few other things would be required. If you're able to front about $300 now then you could get just about everything you need at home, but at $35 a month a gym membership might be your best bet.

Otherwise judging by your profile with no goals there's no amount of money that'll help you. Ponder that for a while and fill it out and hold your self accountable to them. Then you might find your willing to budget a bit more for your health.

-Power Rack with adjustale pins and safety bars
-Adjustable Bench
-Olympic Barbell&Weights
-pull up bar

Ditto Power rack....some even have pull ups bars on them. Or if properly ancohored you can use it for pull ups. SOme even have a pulley attachment on it.
