i'm 21, 164lbs, 5'8".. i started eating maybe 4-5 light meals a day or maybe granola bars between meals. i noticed that even thought i already ate a meal, i always get hungry on some specific times. ex: i eat a meal at 5pm, then at around 6pm i get hungry again. what could be the reason?

You aren't eating enough, most likely not enough protein.
I eat six meals a day, am hardly ever hungry and lose at least 2 pounds a week.
Eat more fibrous carbs, more protein and some good fat like olive oil.

does drinking protein powders like muscle milk help?

m,uscle mlik could be useful as a supplement, have it with and apple about 3 hours after breakfast.
You might want to find something with less fat ini t for after your workout.
Muscle milk might be a good bedtime snack, too.
This, of course, will all depend on your caloric allowance and how much fat you get otherwise.
