Say you go to the gym earlier in the day and do Arms, If you go back later in the day and do arms again will you benefit from it, or will you just be overworking them?

Overtraining...they have to rest and recouperate to grow. You can't constantly tear down a muscle and expect it to grow. If you get a cut on your finger, if every evening you reopen the cut, will it ever heal? You basically do the same to muscle tissue, make small tears in it if you work correctly. When the damage is healed, it will have grown back stronger. But this will not happen in just a few hours. I hope this makes sense.

Yes to bb you will defintily see nothing from doing that type of workout except pain and injury...

You can do arms twice a day IF you don't do anything in between and get the right recovery.
In the mornings lift heavy and in the night very light and lots of reps (this is part of active recovery methods).
BUT it's still very easy to overtrain so be careful!
